The Hazara People’s Struggle for Survival and Dignity under Taliban-Controlled Afghanistan

The Hazara Council of Great Britain (HCGB) and the All-Party Parliamentary Group on Hazaras (APPG), has released its August 2025 report, documenting the escalating persecution of the Hazara community under Taliban rule in Afghanistan.
Since the Taliban's return to power in August 2021, Hazaras—Afghanistan’s historically marginalized Shia minority—have faced systematic violence, forced displacement, land confiscation, exclusion from aid and public services, and cultural erasure. The report presents compelling evidence of crimes that meet international thresholds for crimes against humanity and potentially genocide.
Key findings include:
Targeted killings and bombings by both Taliban and ISIS-K, including attacks on schools, mosques, and public transport.
Forced evictions and land seizures, notably in Bamiyan province, where entire Hazara villages have been displaced.
Exclusion from humanitarian aid and government roles, with aid distribution manipulated by Taliban-affiliated actors.
Suppression of religious and cultural freedoms, including bans on Shia observances and destruction of Hazara heritage.
The report calls for urgent international action, including:
Independent investigations and legal accountability through the ICC.
Targeted sanctions against Taliban officials.
Protection and resettlement programs for at-risk Hazara families.
Support for Hazara civil society and diaspora-led advocacy.
HCGB urges governments, international organizations, and civil society to act now to prevent further atrocities.
